Go to a publication page everyday, using https://medium.com/*name of publication*/about. Here you will have a list of writers, follow them all (per day limit is 150). Even if 5% follow you back, in 2 weeks you will achieve your target.
Comment, clap and share other’s articles. It piques the author’s interest and that would help get the followers.
